About Us
Learn more about who we are, our story, our team, and our accomplishments.
SHEANEY is a triple-ISO certified Ireland-based civil and marine engineering firm founded on 16 October 2020 by Steven Heaney, delivering precision-driven solutions across complex infrastructure projects. We combine innovation with rigorous safety standards to transform engineering challenges into successful outcomes.
Our expertise spans residential developments, marine structures, educational infrastructure, and port expansions, supported by a proven track record of on-time, on-budget delivery.
Here is how SHEANEY grew from a local start-up into a trusted civil and marine engineering partner.
16 October 2020: Steven Heaney founded SHEANEY in Newry, Co. Down. He built the business on a simple promise: providing exceptional engineering expertise with direct accountability.
2024 marked a period of rapid growth. As the team expanded, operational capacity scaled quickly, allowing SHEANEY to successfully manage high-level infrastructure projects, including:
30 January 2024: The business formalised its commitment to safety by achieving Safe-T-Cert — Construction Industry Federation registration, validating the Health and Safety Management System across Civil Engineering, Marine Engineering, and Project Management.
30 January 2025: SHEANEY renewed its Safe-T-Cert — Construction Industry Federation accreditation for a second year, reflecting uncompromised site standards.
18 July 2025: SHEANEY became a Constructionline Gold member, opening doors to the UK’s most demanding supply chains.
With a reputation for reliability, major public bodies trusted the business with increasingly complex marine and civic frameworks, such as:
06 August 2025: The company achieved Triple-ISO Certification in Quality (ISO 9001), Health & Safety (ISO 45001), and Environment (ISO 14001) for infrastructure and marine civil engineering project management.
06 July 2026: Demonstrating ongoing operational consistency, SHEANEY successfully maintained its full Constructionline Gold status.
Throughout the year, the business focused on refining internal workflows, expanding professional capabilities, and consistently delivering high-quality project management and civil engineering support across all active frameworks.
At SHEANEY, site safety, engineering precision, and operational compliance start at the very top.
Our Founder and Managing Director brings two decades of hands-on civil and marine engineering experience to every scheme we deliver. From directing multi-million-pound marine piling spreads at Dublin Port to managing critical infrastructure upgrades across the UK and Ireland, Steven’s approach remains rooted in direct accountability and continuous learning.
To maintain the highest site standards, Steven has five key operational certifications:
Safeguarding structural stability across complex piling gates, excavations, and marine spreads in strict compliance with BS 5975.
Overseeing heavy lift planning, crane stability, and marine barge operations.
Reinforcing comprehensive site safety management, RAMS, and risk controls across all active projects.
Ensuring complete awareness, risk mitigation, and compliance during site enabling and civils works.
Promoting practical, safe working practices across site teams and subcontractors.
Steven’s practical site capabilities are backed by an exceptional academic portfolio. Holding a Postgraduate Diploma in Steering Complex Projects from Cambridge Judge Business School, an LLM in Construction Law & Arbitration, and a BTEC Level 7 in Forensic Delay Analysis, he bridges the gap between high-level commercial strategy, contract management, and daily site execution.
Whether coordinating complex tidal operations or leading multidisciplinary teams, Steven’s commitment to ongoing professional development ensures that SHEANEY continues to deliver safe, compliant, and zero-defect projects for our clients.
Directing SHEANEY’s operational systems and commercial frameworks, Brian ensures our engineering capabilities translate into financially disciplined, dependable project delivery. Combining a strong civil engineering background with advanced skills in cost estimation, commercial risk control, and workflow automation, he has scaled internal operations while maintaining an uncompromising focus on quality, safety, and client trust.
To maintain seamless operational performance and strict commercial discipline, Brian brings four core competencies:
Designing scalable, automated project controls, real-time cost-tracking dashboards, and live risk registers to ensure total programme visibility.
Managing the full tendering cycle, rigorous cost forecasting, and disciplined variation control to protect project budgets and eliminate commercial creep.
Certified oversight across health, safety, and environmental protection, embedding compliance into daily site routines rather than treating it as an afterthought.
Designing recruitment pipelines, capability frameworks, and structured soft-skills training to build reliable, high-performing project teams.
Brian pairs practical engineering and commercial management with continuous international education in project controls and regional land development.
By linking commercial foresight with practical operational coordination, Brian guarantees that every project we undertake is delivered with complete transparency, financial integrity, and steady momentum.
Charan leads SHEANEY’s on-site delivery across live marine environments, port expansions, and complex civil works. Holding an accredited Master’s degree from Queen’s University Belfast and specialist expertise in NEC contract administration, he takes hands-on ownership of site safety, multi-contractor coordination, and heavy marine plant operations in tidal conditions.
To uphold rigorous site safety and technical precision across all active contracts, Charan holds key operational certifications:
Ensuring comprehensive site safety management, proactive RAMS enforcement, and active risk mitigation across civil and marine projects.
Managing daily site records, early warning notices, risk registers, and compensation events to keep works fully compliant with contract terms.
Certified expertise in managing highways and utilities infrastructure works in full compliance with local authority and water utility standards.
Driving programme milestones and resolving critical path bottlenecks using Primavera P6, Smartsheet, and Power BI.
Charan’s on-site execution is supported by advanced postgraduate research and training in modern methods of construction, procurement law, and project leadership.
Whether orchestrating heavy marine spreads at major commercial ports or completing slipway refurbishments within strict tidal windows, Charan ensures our site works are delivered safely, on schedule, and to a zero-defect standard.
Jimela brings structured planning, baseline scheduling, and data-driven project controls to SHEANEY’s engineering schemes. Having evaluated, scheduled, and validated over 100 public infrastructure projects including highways, bridges, and flood management assets; she specialises in turning complex technical specifications into execution-ready, cost-disciplined delivery plans.
To ensure robust front-end coordination and dependable project tracking, Jimela applies four core technical strengths:
Developing baseline programmes, multi-year project schedules (MYPS), and critical path monitoring to ensure predictable delivery timelines.
Certified in construction occupational safety and health, ensuring risk mitigation plans and safety requirements are embedded from the planning stage.
Conducting programs of work and cost analyses using PlanSwift and Bluebeam Revu to maintain financial discipline and scope clarity.
Applying GIS mapping and 4D simulation principles to evaluate site constraints, verify asset conditions, and streamline construction logistics.
Jimela is currently advancing her expertise through postgraduate study focused on construction law, advanced cost analysis, and strategic procurement.
With a disciplined analytical mindset and high attention to detail, Jimela provides the project controls and planning certainty that keep SHEANEY’s schemes predictable, compliant, and cost-effective.

At SHEANEY, social value is a practical commitment to the communities where we live and work. We believe in bridging the gap between academic theory and real-world site execution, helping young professionals gain the hands-on proof-of-work they need to launch successful careers in civil engineering and construction.
The Challenge: A self-initiated, graduate-led design-build project created to prove real-world project management, commercial coordination, and physical delivery capability under strict real-site constraints.
Our Contribution: Together with Queen’s University Belfast (QUB), Belfast Furniture, Threads, and Henessey Joinery, SHEANEY provided crucial funding, industry mentorship, and practical guidance across procurement, risk management, and safe site sequencing, enabling the graduate team to execute their build to professional standards.
The Impact: The project successfully demonstrated professional competency in pre-construction planning, value engineering, and site health and safety, directly accelerating the confidence and employability of the graduates involved.
